OUTCRY OVER NGO BILL GOES ON
Protests Not Limited to Human Rights Activists 

Criticisms of Russia's draft law regulating non-governmental
organizations (NGOs) continued after the Duma, the lower house of
parliament, passed a revised version in its third and final reading on
December 23. On December 27, the upper house called the Federation
Council approved it by a vote of 153 to 1. President Vladimir Putin is
expected to sign the bill into law any day now.
