The Public Chamber adopted a compromise resolution on the issue of
teaching religion at school -
A long-standing conflict around Basic Orthodox Culture (BOC) courses in
secondary schools is a focal issue in relationships between the Russian
Orthodox Church and the government. 

On 27 November, 2006 a joint meeting of three Public Chamber commissions
was held in Moscow. The meeting adopted a resolution on the issue, later
changed by the Board of the Chamber.
