A TALE OF TWO POLLS
 
One element of democracy that seems to work in Russia is polling. Not a
week passes without one polling institution or another taking an
appropriately random sample across the country and asking citizens for
their opinions on a variety of subjects. It appears that the responses
are genuine expressions and those approached say what is on their minds.
In most instances, 1,500 people are approached in 100 locations, an
acceptable recipe by Western standards. The news media dutifully report
the results and sometimes help with the questions.
